Virginie Dor has been practicing law since 2002 and holds a Master’s degree in European and International Studies from the European Institutes of Nice, Berlin and Rome. She joined the public law team of CMS Brussels in 2004.

Virginie is a specialist in public law and public procurement. She is author and co-author of various publications and six books on public procurement. She regularly gives lectures and seminars (in English, French and Dutch) in this field. She is a member of the Board of Directors of a non-profit organisation ESIMAP (Centre for studies, services and information on public procurement and related fields) and is a lecturer for this organisation. In her daily work, she assists contracting authorities and tenderers in the framework of award procedures and regarding the implementation of public contracts. She is also a litigator in this field.

Finally, Virginie has recently been appointed as expert in the European Commission group of experts on public procurement. The mission of this group is to provide the Commission with high-quality legal, economic and technical advice and/or to share a practical vision and specific expertise in order to assist the European Commission in the development of European Union policy in public procurement matters
